Spatial proposal Utrecht within the framework of the NOVEX programme

For input of the Spatial Memorandum we worked with Urhahn and CE Delft on the Agenda Provincial Spatial Proposal Utrecht. This is the third interim product leading to a spatial proposal of the province of Utrecht within the framework of the NOVEX programme.

The province of Utrecht is facing many challenges. That is why we worked with Urhahn and CE Delft on the NOVEX Utrecht for input of the Spatial Memorandum. The Agenda Provincial Spatial Proposal Utrecht is the third interim product leading to a spatial proposal of the province of Utrecht within the framework of the NOVEX programme.

The Agenda Provincial Spatial Proposal Utrecht refers to the integral spatial challenges facing the province of Utrecht. We have distinguished between challenges that affect the position of Utrecht in the Netherlands and those for areas within the province of Utrecht itself. In addition there are agenda items to tackle those challenges at the level of both overarching structure and area. These agenda items are addressed to both national government and the Utrecht provincial authority. They contain actions in the field of environmental policy, limiting and other conditions, and new research.

Together with two previous interim products – the Scope Document and the Lines of Thought, Challenges and Opportunities Memo – the Agenda Provincial Spatial Proposal forms the contour for the Provincial Spatial Proposal Utrecht. The document helps us to move from thematic challenges and opportunities to clarification of integral spatial challenges. Integral spatial challenges can be tackled by means of an agenda because this puts items on the agenda and contains a list of actions. The agenda items contain actions in the field of environmental policy, limiting and other conditions, and supplementary or new research.

The document concludes with a perspective on the definitive spatial proposal of the province of Utrecht and the spatial arrangement national government-Utrecht provincial authority. The series of maps from the previous interim products is elaborated and expanded further and also includes two maps charting where the challenges lie: one at national level with the relations between the province of Utrecht and the surrounding provinces, and one at provincial level. Two agenda maps – once again one at national level and one at provincial level – indicate the agenda items and address the main actions for national government and/or the provincial authority. They also indicate where further research is required.
