For a long time the development of Haaksbergen has been characterised by (large) growth on many fronts: population, housing, jobs and mobility. The growth era is over and in the long term there will even be some shrinking. Besides the drop in the number of residents, climate change (with consequences for water management) and the increasing scarcity and price of raw materials are factors too: new sources of energy will be needed in the long run. Moreover, the economic system of the Netherlands seems to be on the threshold of a fundamental shift.

We have drawn up the Haaksbergen structural vision 2030 in close consultation with the local council, civil servants, residents, entrepreneurs and neighbourhood councils. This structural vision aims to maintain the high level of the exceptional quality of life in Haaksbergen and to improve it where possible. The emphasis is on strengthening the cultural historical qualities and the green character. This is to the benefit of the present residents and businesses, but it also makes Haaksbergen attractive for others. Precisely at a time when growth is limited, Haaksbergen stands out as ‘The Greenest Village in Twente’ with a level of amenities concomitant with a small town and excellent accessibility. These exceptional qualities are true of the whole of Haaksbergen, and certainly also of the parishes of Buurse and Sint Isidorushoeve.

The structural vision is both a vision with guidelines and an evaluatory framework for housing, commerce, nature and landscape, amenities, infrastructure and spatial quality. The ambitions for the years ahead have been translated into specific vision charts and a specific programme for implementation. We have taken the structural vision further in a number of elaborated models to offer insight into the ambitions, to make them tangible, and to stimulate initiatives and enthusiasm.
